Challenges of E-Learning Implementation in Developing Countries

Abstract:
| This research investigates the major challenges facing the implementation of e-learning systems in developing countries. While digital education provides new opportunities for inclusive learning and accessibility, its success depends on robust infrastructure, teacher readiness, and socio-cultural acceptance. The study uses a qualitative multiple-case approach, drawing data from educational institutions in Morocco, Nigeria, and Iraq. The findings reveal persistent obstacles such as weak internet connectivity, insufficient technical support, lack of digital literacy, and limited governmental investment. Additionally, cultural attitudes toward traditional face-to-face teaching remain a barrier to widespread adoption. The study recommends a multi-dimensional policy framework involving public–private partnerships, teacher training, and investment in ICT infrastructure to ensure the sustainable implementation of e-learning initiatives in developing contexts. |
| الملخص تتناول هذه الدراسة أبرز التحديات التي تواجه تطبيق أنظمة التعليم الإلكتروني في الدول النامية. فعلى الرغم من أن التعليم الرقمي يوفر فرصًا جديدة للتعلم الشامل وسهولة الوصول، إلا أن نجاحه يعتمد على توفر البنية التحتية التقنية الجيدة، واستعداد المعلمين، وتقبل المجتمع الثقافي لهذا النمط من التعليم. استخدمت الدراسة منهج دراسة الحالات المتعددة، وشملت مؤسسات تعليمية في المغرب ونيجيريا والعراق. أظهرت النتائج وجود معوقات مستمرة مثل ضعف الاتصال بالإنترنت، وقلة الدعم الفني، وانخفاض مستوى الثقافة الرقمية، وضعف التمويل الحكومي. كما تبين أن التوجه الثقافي نحو التعليم التقليدي يمثل عائقًا أمام تبني التعليم الإلكتروني على نطاق واسع. توصي الدراسة بإطار سياساتي متكامل يشمل شراكات بين القطاعين العام والخاص، وتدريب المعلمين، والاستثمار في البنية التحتية لتقنية المعلومات، لضمان تطبيق مستدام وفعّال للتعليم الإلكتروني في الدول النامية |
